I've seen it described as the Panther 400 B Coupe. It was made by Panther Diesel SpA

'D' for Diesel '400' for it's capacity.

There is some debate here. One source I have describes the earlier Colli-bodied Panther of 1954 (pictured below) as the 400 D (D being for diesel indeed) but the later Zagato one as the 400 B (B for Benzina) because it had a petrol engine. Not sure what the exact truth here but maybe someone knows it...

You are correct.
Immediately read Roger Gloor's book article about Panther. The Zagato bodied car had a benzine engine the open Colli needed diesel fuel.
Was mistaken for a wrong sub caption in R. Gloor's book. Forgive me!  ;)

According to my source:
In August 1954 the "Industria Sammarinese Construzioni Automezzi (I.S.C.A.)" was founded.
It was planned to built a factory on San Marino's territory.
Furthermore the company wanted to manufacture Panther cars under licence in Argentinia, Belgium and France (with Salmson). Apart from the two micro cars also a six seater bus was presented.
Though big advertising in Italian press the whole project was cancelled. Only a few close-to-production vehicles were built.
San Marino's first and only car brand was history.

1. DECSA, which made the Lisa microcar

2. Epocar, which made the Symbol neoclassic
