It is not based on a 2CV. It is actually older than any 2CV.

Not a Miller, but as far as I can tell it does have four wheels.

Anderson Special, experimental motor car

Experimental motor car, the Anderson Special. Eight cylinders horizontally opposed, overhead valves. Two bearing crankshaft. Registration No.HS 7141. Size 1170 x 3970 x 1630mm.

James Anderson, a garage owner from Newton Mearns near Glasgow, developed his home-built Anderson Special cars in the 1920s and 1930s so he could take part in competitive road and hill trials. These cars were smooth running, agile and powerful, and were very successful.

I've never seen a photo of this car, but its engine is in all the best books: based on two Humber 8 cylinder blocks and IoE valve heads, it used a simple four-throw two-bearing crank so the cylinders fired two at a time. Capacity around 2 litres (2 × 985cc).

So, this car survives today? cool! Anyone know where it is? It seems this was a development of Anderson's earlier Austin-powered car, in the same chassis, though it is far less striking in appearance than that incarnation
