Not a VW Bulli T1 or Combi as it was called for the Export.
I think this is the austrian copy called
Palten Kleinlastwagen
, which had a Diesel engine.

There were plans to make this small truck in bigger series, but I don't know whether they succeeded. Can you identify the chassis for a point?
