Maybe if one could find where his pic was taken it would be a very good start. The background is "electrifying" at the least.
My first guess would be Luna Park or an international exhibition.

And it was easier than I thought. It's the 1910 Salon de l'automobile, of course.
In this picture, taken from higher ground but just about the same angle, we can spot the same sign (a  kind of winged O) which can be seen above the mystery car windshield". We can also spot the word "ASCENSEUR" behind the circular ROCHET SCNHEIDER sign which appears on both pictures.
So obviously the car stands under the "PIPE" sign (we can read "PI", backwards in the mystery car photo.
Pipre was a belgian carmaker from the early 20th century.
So I guess that this car is a Pipe. Maybe it's its slanted windshield that can be seen in the lower right of the picture, under the Pipe sign.

The car has nothing to do with Rolls-Royce, AFAIK it's a 80CV Pipe with a body by Kellner. ...too bad it wasn' a puzzle.

"C'est au Salon de Paris de la fin 1910 que l'on vit une énorme Pipe de 80 CV équipée par Kellner d'une carrosserie conduite intérieure d'aspect futuriste, avec un pare-brise en coupe-vent."

I don't know which source is correct, but according to the Beaulieu coachbuilding encyclopedia, this Kellner bodied car is based on a 1910 Pipe 120 hp chassis.

...true, but according to the Beaulieu Encyclopedia of the Automobile: "...An 80CV was shown at the 1910 Paris Salon with a striking saloon body by Kellner, with large vee-windscreen."
