Neither as opulant as a Cadillac, nor Spartan as a Jeep.

I guess that #10 is a home made or modified.  Studebaker based?

Not home-made, and sold by dealers with this optional configuration. Not a Studebaker.

Not a Chrysler product.

Since we're now at the 20-questions, process-of-elimination phase, I'm going to insist on the distinct configuration of the automobile once the make and model have been guessed.

We've established that #10 is a Ford, and was built in more than one country, and based upon an American design. That should leave a pretty short list of possibilities... 8)

To be honest, I have no idea why Barney Fife's cousin is pictured with the car. I don't think it was used an official/municipal capacity.

No.

To make sure I'm 100% clear: It is a drop-top, but not a 4-door drop top.

It is a XL convertible with a retractable steel roof, built upon a Falcon utility base car. It was one of six special cars for the Miss Australia Quest of 1964.
