Not only the surroundings, but the car itself look french, especially its wheels.
I´ve been looking through all my microcar books but wasn´t able to find this particular one...

Is it some kind of a prototype or a one-off?

I have to admit that I could not find more than the most basic info on this car, so I cannot tell how many were built.

Yes, it is French.

A hint: It was displayed at the 2006 Mondial de L’Automobile in Paris. (No, no, it wasn't built in 2006)

Correct

I (and indeed Karn) found it here: <<< link removed >>>

A Googletranslation of the pdf on <<< link removed >>>:

Baby the Rhone II (1942) | With the war, the shortage of gasoline leads many car manufacturers to study vehicles functioning with electricity. Several models, to 3 or 4 wheels, appear on the market. Specialized in the electric component, the company Paris the Rhone has an advantage which it makes profitable to present, with the fair of Lyon in 1942, its Baby the Rhone II, a carrier 2 places with the rather successful dress.
