Italian, is this the prototype the Fiat SPA TL37 trattore leggero was to be based on?
The radiator looks T13 Bugatti, but the engine does not, Diatto?

Not Italian.
But the engine came from a company that had it's roots in Italy (I don't think the engine itself came from Italy)...
And there does as well exist a drawing of an Italian car-rolling chassis which applies this patent...

This is the 1923 Holverter Car. Designed by patent holder A.A. Holle of Belgium, and built by French's Motor Engineering Works in London.

Equipped with four-wheel independent suspension, four-wheel drive, and also four-wheel steering. Steering can be set so the rear wheels are steered in either the opposite or the same direction as the front wheels.

Alexander Albert Holle came from Holland, not Belgium. He lived in London.
Engine came from Anzani.

In the Alfa Romeo Archives, there is a drawing present that uses the same 'Chassis Holle' technique. The drawing is signed 'A. Fedi, 18-3-1926'. Strange is that the text on the drawing is in French, not Italian.
